Six teams shortlisted for GTA subway projects
Infrastructure Ontario (IO) and Metrolinx announced on August 5 the six teams that have been shortlisted for advance tunnelling work on the Scarborough Subway Extension and the Eglinton Crosstown West Extension projects.
A release issued by IO explains that teams were shortlisted based on criteria identified in the request for qualifications process that began in March 2020. Criteria included design and construction experience and the financial capacity to deliver a project of this size and complexity. Teams with the top three scores were then shortlisted.

"When our government was elected, we immediately reached out to listen to the market to ensure there was capacity and competition to bid on priority projects," said Transportation Minister Caroline Mulroney. "The market has responded in an overwhelmingly positive manner and this shortlist is made up of a strong mix of Canadian and international bidders."
The teams will be invited to respond to a request for proposals this summer to begin preparing their proposals that detail how they will deliver the project. IO and Metrolinx expect to award these tunnelling contracts in mid-2021.
"Investments in infrastructure projects will be essential for getting people back to work and improving the quality of life for people throughout the GTA," said Kinga Surma, Associate Minister of Transportation (GTA). "This shortlist is another key milestone that should send a clear signal that our government is ready to work with leaders in the private sector and all levels of the government to deliver on these four nationally significant subway projects."
In April 2019, the province announced its new Subway Transit Plan for the GTA with a preliminary estimated cost of $28.5 billion. The plan includes four priority transit projects: the all-new Ontario Line; a three-stop Scarborough Subway Extension; the Yonge North Subway Extension; and the Eglinton Crosstown West Extension.
The Scarborough Subway Extension is an approximately eight-kilometre long extension of the Toronto Transit Commission’s (TTC) Bloor-Danforth Line 2 from the existing terminus Kennedy Station. Once complete, it will provide 38,000 more people with walking distance access to rapid transit and see 105,000 daily boardings.
The Eglinton Crosstown West Extension will extend the Eglinton Crosstown Light Rail Transit project, currently under construction, by 9.2 kilometres from Mount Dennis Station to Renforth Drive. It will see a 23-percent increase in weekday boardings on the Mississauga Transitway and eastward section of the Crosstown LRT, with a total of 37,000 daily boardings expected.
To expedite work on these two projects, tunnelling will begin first, to be followed by separate contracts for the balance of the work on each project, which includes building the stations, fitting-out the tunnels and installing and commissioning the systems.
