RFP for Scarborough subway line stations contract closed
Infrastructure Ontario and Metrolinx have officially closed the request for proposals (RFP) stage for those companies shortlisted to bid on the stations, rail and systems (SRS) contract for the Scarborough Subway Extension.
Procurement is being led by Infrastructure Ontario and Metrolinx. The SRS project is being delivered using a progressive design-build delivery model.
In February, IO and Metrolinx announced they had pre-qualified three teams for the work. Those teams were led by Dragados, Aecon and Peter Kiewit Sons ULC in conjunction with SNC-Lavalin Constructors. Only the Aecon and Dragados teams submitted proposals by the July RFP deadline.
The next phase of the procurement process sees IO and Metrolinx select a development partner with whom they intend to work collaboratively during a development phase before finalizing the design-build contract. That phase is expected to start in the third quarter of this year.
The 7.8-kilometre Scarborough Subway Extension is being delivered in two large contracts. The advance tunnel portion of the contract was awarded to Strabag in May of last year. The SRS package, meanwhile, calls for construction of the line itself, as well as of three new stations – at Lawrence Avenue and McCowan Road, Scarborough Centre and a terminal station at McCowan Road and Sheppard Avenue. Additional works calls for emergency exit buildings, traction power substations and modifications at Kennedy Station, and transit connections to Line 2, Line 5 - Eglinton Crosstown LRT, GO train service (Stouffville line) and Durham Region Transit bus service.
The Scarborough Subway Extension is one of four priority transit projects announced by the Province in 2019 for the Greater Toronto Area.
In May 2021, the Government of Canada announced funding for Ontario’s four priority transit projects in the Greater Toronto Area, including the Ontario Line, a three-stop Scarborough Subway Extension, the Yonge North Subway Extension and the Eglinton Crosstown West Extension.
Procurements on each are being staged to ensure each project is delivered successfully.
