IO opens RFQ for GTA courthouses project
Infrastructure Ontario (IO) has opened the request for qualifications process for a project that involves work on two separate sites in the GTA.
The RFQ calls for a consortium to design, build and finance the renovation of an existing courthouse located at 2201 Finch Avenue West. The building will be converted to accommodate a new Toronto Region bail centre.
The second project in the RFQ package is the completion of the addition to the A. Grenville and William Davis Courthouse in Brampton. This work involves the fit-out of remaining shelled space within the addition and renovation of select areas within the existing courthouse building and adjacent Land Registry building.
The Brampton courthouse is the busiest in the province. To address the current and growing courtroom pressure, the provincial government approved a two-phase project in 2016 to build an addition onto the facility.
Phase one is currently underway and is being performed by a team led by Graham Construction & Engineering. Work on that phase, which involves the construction of a six-floor, 110,000-square foot addition, and fit-out of the basement and floors 1 and 2, began in February 2017. It is expected to be completed shortly.
Phase 2 of the project will require the fit-out of the remaining shelled floors of the addition (floors 3 to 6), the partial renovation of the existing courthouse and adjacent Land Registry building, and expansion of the underground parking facility. The total area of the project will span 141,000 square feet.
The Toronto Region Bail Centre project, meanwhile, involves the renovation and modification of the courthouse building at 2201 Finch Avenue West. The building will accommodate all adult bail operations once the new Toronto courthouse opens in 2022.
Renovation and retrofit of some spaces are required to accommodate the bail functions, including the renovation of administration space, the addition of in-custody interview cubicles, and other minor modifications to support the new bail centre and provide digital connectivity to other locations. The total area of the project scope is approximately 30,400 square feet.
Once completed, the courthouse will operate as a functional regional bail centre and be equipped with the technology required to deliver modern, accessible justice services and interconnectivity with the new Toronto courthouse.
IO will review all submissions to shortlist project teams. It expects to invite those consortia to respond to a full request for proposals in the spring.
