Four shortlisted for Union Station expansion
Infrastructure Ontario has announced that it has shortlisted four teams to respond to a request for proposals for the Union Station Enhancement project.
The teams were selected based on criteria identified in the request for qualifications phase that was launched in October. Selection criteria included team composition, experience in collaborative project delivery, health and safety, and past project examples.
The shortlisted teams are:
- OnTrack Alliance, which includes constructors Kiewit and Alberici and designers WSP,
- GTA Alliance, which includes constructors EllisDon and Keltbray and designers AECOM, Zeilder and Stephenson Engineering,
- OneUnion Alliance, which includes constructors Aecon, Modern Niagara and PNR RailWorks, and designers Mott MacDonald and Systra, and
- Union Gateway Alliance, which includes constructors Dragados, and designers Parson and Hatch.
Proponents’ RFPs will be evaluated on their approaches, collaborative behaviours and final fees. The team with the highest score will be selected to enter into an agreement with Metrolinx and Infrastructure Ontario. The agreement will see the consortium collaborate on the project design, finalizing costs, and identifying and managing project risks.
A successful bidder is expected to be announced in summer 2020.
The Union Station Enhancement project will see a significant increase in the capacity at Canada’s largest train station. The project scope of work includes building new platforms, two new tracks, and a new concourse area below the new platforms that will connect the York, Bay and Via Concourse, Union Square and the Scotiabank Galleria and both York and Bay Streets.
The expansion will help to accommodate increased capacity as part of the planned expansion of GO Transit rail service.
