Windsor appoints new Commissioner of Infrastructure Services
There’s a new Commissioner of Infrastructure Services in Windsor.
The City announced on July 20 that it has appointed Chris Nepszy, the former Chief Administrative Officer at the Town of Essex, to fill the role of City Engineer/Commissioner of Infrastructure Services. Nepszy takes over the role from Mark Winterton, who will retire effective September 17.
Nepszy served as the CAO of Essex since 2019, and in that time was involved in leading a number of innovations at the local and regional level. Prior to serving in that role, he worked as the Deputy CAO and Director of Infrastructure and Development at Essex.
“Chris Nepszy brings with him the passion, creativity and vision for tangibly improving the lives of Windsor residents,” said Windsor’s CAO, Jason Reynar. “He’s got the experience and understanding to hit the ground running and will be a strong addition to the senior team at the City of Windsor.”
Nepszy holds a Bachelor of Applied Science degree from the University of Windsor and is a registered Professional Engineer in both Ontario and Michigan. He began his career in engineering, holding a variety of engineering, project management and leadership roles in both the public and private sectors since 1995.
Winterton retire after 30 years of service to the city, having lead the establishment of several master plans—the sewer master plan, transit master plan, stormwater financing plan, environmental master plan, asset management plan, active transportation master plan—that helped set the path for the city for decades to come.
Some of the notable construction projects he was involved in include the Walker, Howard and Wellington grade separations; Dougall Multi-Use Path Grade Separation; Greenhouse; and New City Hall. Winterton was also instrumental in the development of the East Riverside community and numerous developments throughout the city. He also assisted in guiding the municipality through two record-setting floods, a tornado and record-high lake levels.
