Two respond to Lakeshore East RFP
Infrastructure Ontario (IO) and Metrolinx have announced that two teams have submitted proposals to build and finance infrastructure upgrades along the Lakeshore East GO rail line.
The groups are led by Dragados Canada Inc., and Aecon, respectively.
The project scope of work calls for work to accommodate the planned expansion of GO Transit rail service on the Lakeshore East line. The upgrades, including the construction of third track infrastructure, will further help to accommodate increased capacity on the Lakeshore East line as part of the planned expansion of GO Transit rail service.
The work is part of a broader GO Rail expansion project into that will transform the transportation network in the Greater Toronto and Hamilton Area over the next decade.
Metrolinx aims to change the network into a system that will deliver two-way, all-day service every 15 minutes over core segments of the GO Rail network. System-wide infrastructure upgrades will include adding tracks, expanding stations, electrification of the rail network, new locomotives and train control systems to enable more frequent service.
In April 2018, Infrastructure Ontario and Metrolinx pre-qualified five teams to perform work on the project. Those entities, led by groups such as EllisDon and SNC-Lavalin were invited to respond to a formal request for proposals process. Only two—the groups led by Drgados and Aecon—did.
The Dragados team, which goes by the name Eastlink Partners, also includes Ledcor Constructors Ltd., ACS Infrastructure Canada Inc. and National Bank Financial Inc.
The Aecon team, Steel Head Constructors, also includes Dufferin Construction Company and the Bank of Nova Scotia.
IO and Metrolinx will evaluate the groups’ submissions over the next few months, and expect to announce a successful proponent in the fall.
