EllisDon consortium to lead Thunder Bay corrections complex P3
A consortium led by EllisDon has been tapped by the province to lead the design, construction, finance and maintenance of a new correctional facility in Thunder Bay.
Infrastructure Ontario (IO) and the Ministry of the Solicitor General announced on March 31 that they had selected EllisDon Infrastructure Justice as the preferred consortium for the Thunder Bay Correctional Complex Project.
The EllisDon Infrastructure Justice team includes:
- Developer: EllisDon Capital Inc.
- Design-Builder: EllisDon Corporation
- Design Team: Zeidler Architecture Inc. and DLR Group Inc.
- Facilities Management: EllisDon Facilities Services Inc.
- Financial Advisor: EllisDon Capital Inc.
IO and the Ministry of the Solicitor General will now work to finalize contract details with EllisDon Infrastructure Justice. The project is expected to reach financial close in the coming weeks, with final design and construction to begin thereafter.
The actual construction start and completion dates are yet to be finalized.
Originally announced back in 2017, the project calls for the development of a 325-bed, multi-purpose correctional facility. The new facility will replace Thunder Bay's existing jail and correctional centre and improve access to programming, living conditions and education, while also updating automation and technology.
The project also supports the ministry's strategy of replacing aging institutions to address health, safety and security issues, including inefficiencies of design, technology and space.
The latest P3 Market Update document from IO suggests estimates the project value at between $500 million and $1 billion.
