RFP issued for Peter Gilgan Mississauga hospital project
Infrastructure Ontario (IO) and Trillium Health Partners (THP) have issued a Request for Proposals (RFP) for a design and development team to deliver a new hospital in Mississauga.
The Trillium Health Partners Broader Redevelopment – Mississauga Hospital Site project (also known as The Peter Gilgan Mississauga Hospital) will allow THP to increase flexibility to respond to future health care challenges, feature modern hospital facilities and technology, and reflect the latest standards in infection prevention and control.
The new facility will include a full replacement of existing hospital site, a new and expanded emergency department – of the largest in the province – more surgical operating rooms with specialized equipment and advanced imaging systems, new advanced diagnostic imaging facilities, a new pharmacy and clinical laboratory, and a new parking structure.
The project, which is valued at more than $2 billion in the most recent P3 Market Update document from IO, will be delivered using a Progressive DBFM model. The model allows for greater pre-construction design collaboration, reduced risk and greater cost certainty.
The RFP process is expected to close in late summer, after which IO and THP will evaluate the submissions and select a partner to enter into a Development Phase Agreement for the Development Phase. That is expected to happen int eh fourth quarter of this year.
Upon completion of the Development Phase, it is expected that the development partner would enter into a fixed-price, public-private partnership agreement to design, build, finance, and maintain the project.
IO and THP are working with the Ontario Ministry of Health to deliver the project.
