RFP stage closes for THP hospital P3
Infrastructure Ontario (IO) has announced that the request for proposals for the Trillium Health Partners (THP) long-term redevelopment project has closed, with both shortlisted bidders submitting proposals.
IO announced the close of the RFP stage on September 30. EllisDon + PCL Health Care Partners both submitted proposals for the design-build-finance-maintain public-private partnership project.
Located in Mississauga, the long-term redevelopment project includes the Peter Gilgan Mississauga Hospital. The new hospital will allow THP to better respond to future health care challenges, and will feature modern hospital facilities and technology that reflect the latest standards in infection prevention and control.
The project is being procured using IO’s new progressive P3 approach, which involves both a Development Phase Agreement and a design-build-finance-maintain P3 Project Agreement.
IO and THP aim to enter into development phase agreement with the preferred proponent early next year.
The development phase of the project is scheduled to wrap up in 2024, after which the development partner will enter into a fixed-price project agreement with THP to design, build, finance, and maintain the project.

Trillium Health Partners is the largest community-based hospital network in Canada.
Over the next 20 years, the demand for THP’s health care services is expected to increase by nearly seven times more than the average hospital in Ontario.
The new Peter Gilgan Mississauga Hospital, which will replace the existing Mississauga Hospital, will feature modern hospital facilities and technology, reflect the latest standards in infection prevention and control, and improve access to care for patients and families in the region for generations to come.
