Preferred proponent teams announced for two Ontario Line components
Infrastructure Ontario and Metrolinx have announced their preferred proponent teams to deliver two of the major contracts relating to the GTA subway projects.
Selected to deliver the Ontario Line South Civil, Stations and Tunnel (South) is the Ontario Transit Group. The consortium is led by Ferrovial Construction Canada Inc., VINCI Construction Grands Projets with design support from AECOM Canada Ltd., COWI North America Ltd., GHD Limited, SENER Group and additional construction support from Janin Atlas Inc.
The organizations also selected Connect 6ix as their preferred proponent team for the Ontario Line Rolling Stock, Systems, Operations and Maintenance (RSSOM) contracts. Connect 6ix is led by Plenary Americas, Hitachi Rail, Webuild Group and Transdev Canada Inc. with additional design input from IBI Group Professional Services (Canada) Inc., and additional construction support from NGE Contracting Inc.
Both Ontario Transit Group and Connect 6ix each ranked first after the respective requests for proposals received in June 2022 were evaluated.
Infrastructure Ontario and Metrolinx will finalize contract details with both teams and expect to award both contracts later this year.
The Ontario Line is being delivered via various contracts, procured through P3 and traditional procurement models.
The scope of work for the South component of the project calls for construction of eight tunnels, including one above-ground station to be integrated with the existing GO Transit Exhibition Station, two underground stations to be integrated with the existing TTC Osgoode and Queen subway stations, and four new underground stations at King/Bathurst, Queen/Spadina, Moss Park, Corktown. The scope also calls for construction of a six-kilometre tunnel and all associated tunnelling works from Exhibition to Don Yard portal, as well as all civil works required to build the tunnels and stations.
The work is being performed under a design-build-finance arrangement.
The scope of work for the RSSOM component, meanwhile, calls for design, supply, operation and maintenance of the trains, as well as all track, communication and train-control systems. The preferred consortium will also design, build, operate and maintain the Operations, Maintenance and Storage Facility, where the vehicles are stored, the Operations Control Centre where staff control train operations and are connected to TTC and GO Transit systems, and the Backup Operations Control Centre.
That component of the work is being performed under a 30-year design-build-finance-operated-maintain arrangement.
Procurements for civil major works as well as enabling works for bridge, track and other preparatory activities on the North component of the Ontario Line projects are expected soon.
Infrastructure Ontario and Metrolinx are staging procurements in coordination with other significant transit projects for their successful delivery.
Once complete, the 15.6-kilometre Ontario Line will connect the Ontario Science Centre to Exhibition/Ontario Place.
