Three firms prequalified for OPP modernization project
Infrastructure Ontario (IO) and the Ministry of the Solicitor General have prequalified three companies to design, build, and finance 12 detachments and a regional headquarters facility for part one of the Ontario Provincial Police (OPP) Modernization Phase 3 Project.
Companies were prequalified based on criteria identified in a Request for Qualifications process that began in May 2025. The prequalified companies are Amico Secure Ontario, Bird Capital Limited Partnership, and Ledcor OPP.
The companies will be invited to respond to an RFP for the project early in the new year. IO and the Ministry of the Solicitor General expect to announced a project winner later in the year.
This is the third phase of OPP’s facilities modernization plan. The scope of work calls for the construction of 12 new detachments and a regional headquarters building for the OPP’s northwest region in Thunder Bay.
The new detachments will be located in Ignace, Niagara, Bracebridge, New Liskeard, Kenora, Lancaster, Red Lake, Sioux Lookout, Killaloe, Espanola/McKerrow and Wawa.
The structures being replaced are an average of between 40 and 60 years old and well past their expected lifespans. They need to be replaced so the OPP can offer the best possible service to the people it serves.
New detachments will range in size, and will include CCTV systems, secure sallyports allowing for direct access to secure holding cells and prisoner processing area, new accessibility standards in the public area, holding cells, and modern building infrastructure.
The buildings will be designed to achieve LEED silver certification.
