IO prequalifies three for West Lincoln Memorial Redevelopment Project
Infrastructure Ontario (IO) has announced that it and Hamilton Health Sciences have prequalified three teams to design, build and finance the West Lincoln Memorial Hospital redevelopment project.
The teams were prequalified based on a request for qualifications process that began in November 2020. Selection criteria included design and construction capability, experience, qualified personnel and financial capacity to undertake a project of this size and scope.
The prequalified teams and their prime team members are:
AMICO SACYR ALLIANCE

The teams will be invited to respond to a formal request for proposals, which will be issued in the summer. IO and Hamilton Health Services expect to announce the winner in the spring of 2022.
Located in Grimsby, the West Lincoln Memorial Hospital (WLMH) provides inpatient services and outpatient services, including emergency services, complex and palliative care, surgery and a maternal and newborn program.
The redevelopment of the hospital will involve the construction of a new, larger hospital on the property behind the existing facility. Project specifications include new acute inpatient beds, a 24-hour emergency department, maternal and newborn services, increased outpatient care space, and advanced diagnostics including X-ray, mammography, echocardiography and ultrasound, and CT scanner.
In July, a joint venture of B+H Architects/mcCallumSather was selected as the planning, design and conformance (PDC) team. The architects will prepare project documents, monitor construction progress and provide coordination and oversight during commissioning, completion, and transition to the new hospital.
According to Infrastructure Ontario’s April P3 Market Update, the project budget is estimated to be between $200 million and $499 million.
