RFQ released for QEW Garden City Skyway bridge twinning project
Infrastructure Ontario (IO) and the Ministry of Transportation have released a Request for Qualifications (RFQ) to prequalify teams to deliver the QEW Garden City Skyway – Bridge Twinning project in Niagara.
The project calls for the construction of a 2.2-kilometre twin bridge to the north of the existing bridge, connecting St. Catharines and Niagara-on-the-Lake. The new bridge will be four lanes with wide median and outside shoulders, and will carry Toronto-bound traffic. Additional works calls for realigning local roads, building stormwater management ponds and relocating affected utilities.
Once that work is completed, traffic from the existing bridge will be temporarily switched to the newly built bridge to allow for rehabilitation of the existing Garden City Skyway bridge. That project will be procured under a separate contract.
The twinning project is being delivered through a design, build and finance public-private partnership model.
Teams that qualify will be invited to respond to a request for proposals which is expected to be issued next summer. Construction is expected to start in the second or third quarter of 2024.
IO’s November P3 Market Update document estimates design and construction costs to be between $500 million and $1 billion.
